Tooltips of different languages are displayed on the parametes inputbox.

Steps:
1. Launch PowerGUI Script Editor.
2. Select Tools->Options->General, then select Japanese in Language list and Click OK to choose Japanese as UI Language.
3. Choose English as UI Language like step 2.
4. Choose Chinese (Simplified) as UI Language like step 2.
5. Hover on the parameters inputbox.

Actual result:
Tooltips of all the 3 languages are displayed on the parametes inputbox. Please see attached screenshot for details.

Expected result:
Only the tooltip of the latest language should be displayed.

Additional information:
This defect doesn't occur on other toolbar buttons.

OS=Win7 Ultimate SP1
Product=PowerGUI Script Editor.
ver.=2.4.0.1659
